The Pioneer Community Authority Board (the “Authority”) is a public corporation and political subdivision of the State of Colorado, created by the Pioneer Community Authority Board Establishment Agreement, dated August 26, 2020, and the First Amended and Restated Establishment Agreement, dated September 30, 2020, by and between, Keenesburg Parkway Metropolitan District No. 1 (formerly Pioneer Metropolitan District No. 1), Keenesburg Parkway Metropolitan District No. 2 (formerly Pioneer Metropolitan District No. 3), Pioneer Metropolitan District Nos. 2, 4, 5, 6 and Pioneer Regional Metropolitan District, as it may be amended from time to time (the “Establishment Agreement”), under Sections 29-1-203 and -203.5, C.R.S.
The Authority has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, limited fire protection, and television relay and translation improvements within the service area of the Districts; and all other improvements or services permitted by Article 1, Title 32, C.R.S. and the Establishment Agreement (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts approved by the County of Weld on February 6, 2006, as may be amended from time to time (the “Service Plan” or the “Service Plans”) and the Establishment Agreement.
The Public Improvements and Services are for the use and benefit of the residents and taxpayers within the service area of the Authority and the Districts. The Authority is located in the Town of Keenesburg, Weld County, Colorado.
The Authority may issue debt, but is limited to the same amount of debt that the Districts, collectively, may issue. The Authority may incur a maximum debt of $330,000,000. The Districts have the authority to impose a mill levy on all taxable property within their boundaries as a primary source of revenue for payment of debt.
The Authority does not impose a debt service mill levy, but the Districts may assess a maximum mill levy of 65 for all purposes, including, but not limited to, to repay debt issued by the Authority.
The Authority must file an Annual Report to the Weld Country Clerk and Recorder, the Board of County Commissioners of Weld County, the Division of Local Government and the State Auditor.
The Authority does not have boundaries, but the District’s boundaries may overlap with the boundaries of Weld County; School District RE3J-Keenesburg; Central Colorado Water; Hudson Fire; S.E. Weld Fire; AIMS Junior College; High Plains Library; Weld County Pioneer Law Enforcement Authority, Town of Keenesburg; Southeast Weld Conservation and Weld County.
The Districts appoint representatives of their respective Boards to serve on the Authority Board of Directors in accordance with the Establishment Agreement. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts approved by Weld County on February 6, 2006, as they may be amended from time to time (the “Service Plan”).

The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the Town of Keenesburg or Weld County does not provide.
The Districts may incur a maximum debt of $330,000,000 in aggregate of all Districts. Debt may be payable from any and all legally available revenues of the Districts, including general ad valorem property taxes, as provided in the Service Plan and Section 32-1-1001(1), C.R.S.
The Districts may assess a maximum mill levy of 65 mills for all purposes, including administrative and operations and the regional improvements mill levy and to repay the debt , as adjusted after January 1, 2006, to take into account legislative or constitutionally imposed adjustments in the method of calculating assessed value.
The Districts must file an Annual Report to the Weld Country Clerk and Recorder, the Board of County Commissioners of Weld County, the Division of Local Government and the State Auditor.
The Districts boundaries may overlap with the boundaries of Weld County; School District RE3J-Keenesburg; Central Colorado Water; Hudson Fire; S.E. Weld Fire; AIMS Junior College; High Plains Library; Town of Keenesburg; Southeast Weld Conservation and Weld County.

The Resource Colorado Water and Sanitation Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, water, sanitation, mosquito control, of the service users of the District’s systems; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by Weld County on August 25, 2004, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the service users of the District’s systems. The District is located in the Town of Keenesburg, Weld County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the Town of Keenesburg or Weld County does not provide.
The District will not issue any general obligation bonds or impose or collect ad valorem property taxes without an amendment to its Service Plan.
The District will not assess a maximum mill levy of without an amendment to its Service Plan.
The District must file an Annual Report to the Weld Country Clerk and Recorder, the Board of County Commissioners of Weld County, the Division of Local Government and the State Auditor.
